Which HighLevel plan does an agency actually need?
For the base subscription, HighLevel currently lists Starter at $97/month, Unlimited at $297/month and Agency Pro at $497/month. The important question is not which plan has the biggest name; it is the lowest plan that supports your account count and the agency features you actually use.
Unlimited
Unlimited sub-accounts, Basic API access and supported phone/email rebilling without markup. Four separate client locations make this the minimum plan by account count.
Agency Pro
Adds SaaS Mode, automated sub-account creation, phone/email rebilling with markup, User/Agent Reporting and Advanced API access. Client count alone does not force this upgrade.
Base subscription only
HighLevel cost for 1, 3, 4, 5, 10 or 20 client locations
If each client uses one separate sub-account, this shows the base platform cost before SMS, email, phone, AI, A2P, workflows or add-ons. The jump at four locations happens because Starter stops at three sub-accounts.

Plan floor above assumes you do not need a higher-tier feature. For example, Basic API can move a smaller account to Unlimited, while SaaS Mode or markup rebilling moves it to Agency Pro. Use the calculator above for your actual feature and usage mix.
What costs extra?
The subscription is only the fixed platform layer. HighLevel separately publishes usage or add-on pricing for areas such as SMS and carrier fees, phone numbers and calls, email, AI Employee, premium workflow actions, A2P registration and optional add-ons.
Monthly or annual?
Current annual list prices are $970 for Starter, $2,970 for Unlimited and $4,970 for Agency Pro. That changes cash timing, so the calculator keeps annual cash due separate from the effective monthly equivalent.
